ATA Pushes for EPA to Delay Heavy-Duty NOx Emissions Rule Until 2031
The American Trucking Associations (ATA) is urging the Environmental Protection Agency (EPA) to postpone the implementation of its next phase of nitrogen oxides (NOx) emissions limits for heavy-duty trucks from 2027 to 2031. The trucking industry, which plays a critical role in U.S. freight transportation, warns that the accelerated timeline would place severe financial and operational strain on fleets, manufacturers, and the broader supply chain.

The ATA’s request comes at a time of prolonged weakness in freight demand, rising inflationary costs, and intense competition across the logistics sector. In a letter to EPA Administrator Lee Zeldin, the ATA stressed that introducing the new rule in 2027 would increase compliance costs and operational challenges for logistics companies, autopark managers, and truck drivers.
“The 2027 implementation timeline threatens to intensify strain across our industry,” ATA noted. “A delay until 2031 would provide breathing room for fleets and equipment manufacturers while ensuring continued progress in emissions reductions.”

ATA argues that truck and engine manufacturers need more time to design, test, and deploy compliant vehicles without sacrificing reliability and affordability. A 2031 start date would allow these manufacturers to meet current NOx standards (0.20 g/bhp-hr) while preparing for more stringent requirements in a manageable way.

State trucking associations from California, Florida, Colorado, and Georgia joined the letter, alongside the National Tank Truck Carriers and Truckload Carriers Association.

Earlier this year, the EPA announced it would review both its Greenhouse Gas Emissions Standards and the heavy-duty NOx rule. The Biden-era Clean Trucks Plan, published in January 2023, aimed for maximum feasible reductions starting in 2027.
